My brother in law works for the state maintaining that antique system.

At least I know why they run 486's for their system. They spend a rediculous amount maintaining these POS computers when they could be replaced by a cheap computer, even a used computer.

We're talking 486 servers running Novel, 486 clients running Windows 3.
Zenith Data Systems computers, the company has been out of the computer biz for a little over 10 years.
The early bird gets the worm...
