A couple of issues. Getting in legally is much harder than it used to be. I deal with migrant labor in my business and the red tape and expense is unreal to get workers here legally. This leads employers to sometimes accept illegal workers. I deal with contractors who use migrant labor and we insist on legal workers and inspect their paperwork, but not all companies do. Also, most of the workers I come into contact with behave. Yes, some break the law and short of deporting them, there is little we can(or choose to, I dont know the laws) do to them. They only want a chance to make a living for themselves and their families. Perhaps the solution is to make it easier to come over legally and track them. At least we would know who is here and where they are. Just my 2 cents.
